Position Summary & Scope

Apply to join our team at any time during the year if you’ve been a police officer for at least one year and have MN POST licensing in good standing or are eligible for POST. A signing bonus of up to $10k, elevated starting pay, and front-loaded vacation and sick time will be available for all experienced officers. Prior law enforcement experience will be considered for promotional and specialty opportunities. This position is classified as entry-level.

Job Summary:

The key responsibilities of a Police Officer are to enforce State and Federal laws and City ordinances; conduct preliminary and follow-up investigations of incidents, traffic accidents and crimes; protect life and property; prevent crime; promote community relations; provide the highest level of service to residents and visitors; and to perform all duties within the guidelines, policies, procedures, rules, and regulations set forth by the Department.

Scope of Responsibility:

The Police Officer works independently, with limited supervision and direction, under the assigned Sergeant and has the primary responsibility to respond to calls for law enforcement. This position functions as the City’s first line of contact with the public regarding Police calls for service. The Officer position exercises considerable knowledge of state and federally laws and prescribed Policing standards and procedures requiring analysis, critical troubleshooting; the use of established practical and sound judgment, and is responsible for all related report writing.

This position frequently interacts within the department and the community to present detailed or technical information, gather input and feedback, provide explanations or responses, and performs advanced troubleshooting or analysis using judgment to select from multiple known alternatives. Communication in person, on the phone and across the internet requires the highest degree of tact, courtesy, and sound judgment that is necessary to serve the public. Relationships and successes affecting individual customers and public reputation are affected by this position.

The Police Officer will recommend strategies, standards, and procedures consistent with organizational and department priorities. This position sets precedent within limits and administers operating rules and procedures under management guidance. This position provides daily analytical and tactical support for the division and is responsible for a wide range of duties that need to be performed completely with attention to detail and in a timely fashion.

Essential Duties & Responsibilities

1. Operations:

  • Performs special assignments as directed
  • Adjusts routine tour of duty to meet unexpected needs of the Department.
  • Maintaining Public Order: Maintains public order by intervening to stop ongoing or potential violence and by mediating disputes.
  • Crime Prevention: Supports and promotes crime prevention in contacts with the public; gathers as much detailed information in reports as possible so as to maintain accurate and detailed statistics.
  • Patrol and Protective Services: Patrols assigned areas observing and making contact with all segments of the population. Maintains familiarity with streets, businesses, persons, vehicles and hazards. Investigates circumstances that appear out of the ordinary to prevent harm to persons and damage or loss of property. Use of selective and saturation patrol for trouble spots and high crime activity. Enforces traffic laws.
  • Investigations: Conducts investigations, processes evidence and takes an active part in bringing the case to a conclusion. Processes the scenes of crimes and accidents so evidence is located, identified, and preserved. Interviews witnesses and suspects within legal parameters to obtain all information necessary to bring the case to conclusion. Periodically contacts and updates complainant regarding disposition of the complaint. Ensures property and evidence is returned to its rightful owner upon final disposition of the case.
  • Testify in court: Able to provide credible testimony in criminal and civil courts.

2. Community Outreach & Education:

  • Performs crime prevention activities including public safety education within the City.
  • Serves as a representative of the City, performing duties in a courteous and professional manner that conveys a positive image of city government and that fosters cooperation and support with peers, superiors, citizens and other agencies.
  • Peaceful Assembly: Protects the rights of free speech and peaceful assembly and ensures orderly flow and access of traffic.
  • Community Relations: Seeks to gain support and cooperation with the police function; protects a professional image of the department and profession; participates in and plans crime prevention and community safety programs; gives prompt and courteous service to residents and visitors; speaks to interested groups about police work and related subjects; assists in demonstrations of police equipment and/or methods for interested groups; cooperates with ride-along program; cultivates professional relationships with other City departments, community residents and business persons, and outside agencies.

3. Mentoring:

  • Mentors and provides limited training and direction to less experienced police personnel. May take a limited leadership role during calls for service, as assigned by a supervisor.
  • Keeps supervisor advised of emergency call response and investigative developments.
  • Preforms the duties of instructor for assigned training.

4. Administrative & Recordkeeping:

  • Administers or participates in projects and administrative duties assigned. Makes suggestions and participates in Police Department training, operations, and initiatives as assigned.
  • Completes proper check lists, maintains up-to-date records and reports damaged or improperly functioning equipment.
  • Meets departmental operating standards and procedures.

Performs other related duties and assumes responsibility as apparent or assigned.

Knowledge, Skills, & Abilities:

  • Ability to quickly create a positive rapport with all types of people and to exercise an appropriate degree of confidentiality and discretion in regard to investigations and nonpublic information.
  • Knowledge of local geography.
  • Ability to safely and effectively use firearms and other authorized police weapons.
  • Ability to understand and carry out complex directions and strategic maneuvers.
  • Ability to use good judgment and remain calm in stressful and/or dangerous situations and to react quickly and appropriately to situations and surroundings.
  • Ability to quickly and systematically analyze problems and arrive at alternative solutions.
  • Ability to translate technical legal requirements and issues in a manner that is easily understood by the general public.
  • Knowledgeable of widely-accepted policing principles accompanied by the ability to utilize those principles to maintain effective call response.
  • Possesses excellent organizational and interpersonal skills with the ability to manage multiple and changing priorities.
  • Demonstrates, by example, the highest standards of conduct, performance, integrity and public service.
  • Ability and desire to project a professional image through knowledge of job, positive attitude, and accurate and timely completion of work.
  • Has knowledge of pertinent federal, state, and local laws.
  • Ability to effectively communicate both orally and in written format using tact, sensitivity and understanding of diverse audiences to build trusting and cooperative relationships.
  • Must be capable of working independently, manage multiple tasks including ability to plan, prioritize, and work well with diverse groups.
  • Considerable knowledge of public relations and conflict resolution techniques.
  • Proficiency in MS Office Suite including Word, Excel and PowerPoint with internet or web skills.

Minimum job requirements are one year as a licensed law enforcement officer and successful completion of all steps necessary for MN P.O.S.T. licensing. Incumbent must be a United States citizen with no felony convictions in any state; possess the physical and psychological capabilities necessary to function in a law enforcement capacity and communicate clearly, both verbally and in writing; and successfully meet and maintain all requirements for state licensing and possess a valid Minnesota driver’s license in any state contiguous to Minnesota and be insurable. A Bachelor’s Degree in Law Enforcement or Related Field is desirable.

Key characteristics are knowledge of government and police services, problem solving and interpersonal relationship skills. Incumbent must successfully pass pre-employment testing which may include: backgrounding, physical and mental agility test, medical examination, drug screen, and psychological evaluation.

Physical Demands & Work Conditions

Work Environment:

The Police Officer is responsible for varied technical, complex, and confidential functions, many of which are emergency based and require significant attention to detail. Approximately 80% of the time, work is performed at a high level of detail or pressure of deadlines. Most work is performed in outside the office environment, often in inclement weather and there is limited exposure to one or more disagreeable elements such as stress that may be intense at times. Work hours vary based on shift for the 24/7 operation. There is also limited lifting of over sixty pounds occasionally as well as the need to stand and sit for extended periods of time. Travel within the City will occur much of each day using a City squad vehicle.

Other Physical Requirements:

1. Vision – Need night vision, color vision and ability to see distance and close up (correctable to 20/20) for driving, identifying cars/suspects, reading reports.

2. Hearing – Need for communicating with public, identifying potential hazards (traffic and other).

3. Touch – Need for performing CPR or checking vital signs.

Addendum to Job Description for Police Officer:

Opportunities may exist from time-to-time for job enrichment within the classification of Police Officer. These specialty opportunities may include:

Detective: Detectives are responsible for the investigation of crimes and preparation of cases for criminal prosecution.

Canine Officer: The Canine Officer performs essentially the same duties and work the same shift as regular patrol officers. The canine officer and their K-9 partners are trained in agility, obedience, tracking, criminal apprehension and handler protection.

Family Violence Detective: The Family Violence Detective handles follow-up efforts with juveniles and investigates domestic violence and violation of restraining orders, orders for protection and other family violence offenses (cases). The detective will also serve as the Department’s liaison with other law enforcement and community service agencies, which deal with juvenile offenders and family related issues. The detective serves as a resource and “resident expert” on juvenile/family violence cases and procedures for other Department members.

Sex Crimes Detective: The Sex Crimes Detective handles follow up efforts with victims and investigates criminal sexual conduct cases and sex trafficking cases related to prostitution offenses. The detective will also serve as the Department’s liaison with the Ramsey County Attorney’s office, other law enforcement and community service agencies, which deal with sex crimes and sex trafficking. The detective serves as a resource and “resident expert” on criminal sexual assault and sex trafficking cases and procedures for other Department members.

School Liaison Officer: The School Liaison Officer will be based at the Roseville Area High School during the regular school year and in accordance with the “Agreement” between the School District and the City of Roseville. During that time, the assigned officer will perform the duties and tasks specified in the job description, which is part of the “Agreement.” When not assigned to SLO functions, the officer will assist the investigations division as directed by the Case Coordinator.

Community Action Team Officer: Officers assigned to the Community Action Team are responsible for addressing quality of life issues, including disorderly conduct, street narcotics, repeat nuisance properties and proactively responding to crime hot spots in the city. The Community Action Team also follows up on on-going mental health issues and assists in connecting residents to the appropriate community service agencies.

Violent Offender Task Force Detective: The Violent Offender Task Force Detective is assigned to the Ramsey County Violent Crime Enforcement Team (VCET). VCET is an East Metro multi-agency law enforcement taskforce that targets narcotics distribution to our region. The VCET detective serves as a resource and resident expert for narcotics related cases.

SWAT Officer: Officers assigned to the Ramsey County Special Weapon and Tactics (SWAT) Team provide tactical assistance during critical incidents when called upon. Officers may also serve as a hostage or crisis negotiator on the SWAT team.

Crime Scene Officer: In addition to their regular patrol duties, officers assigned to the Roseville Crime Scene Team receive specialized training and equipment to respond to and process crime scenes related to burglaries, robberies, assaults, and auto theft cases.
