Executive Administrative Manager (Operations Officer I) Department of General Services, Office of Director
What we’re looking for:
We want a motivated and professional executive level candidate to make our Agency stand out above the rest. The Executive Administrative Manager is a vital role in the functioning and operations of the entire agency. This position works closely with the Director and Deputy Director to manage the day-to-day operations of DGS.
Our Executive Administrative Manager will be responsible for providing support to executive level Division Leaders and the Citywide customer base on a day-to-day basis. They are expected to provide high quality, timely, and professional guidance, direction and assistance on multiple projects.
Ultimately, this candidate should be able to function at a high level and identify and address our customer base needs, all while keeping the Director’s office flowing smoothly on a daily basis
What you will be doing:
Project Oversight (40%):
Manages special projects as directed by the Director and Deputy Director within time frames and budget constraints, determining resources, monitoring progress and evaluating outcomes. Such projects include: Employee Engagement Committee, the creation and management of agency-wide SOP Manual, etc. Works closely with Division Chiefs, Managers and other DGS agency personnel to complete tasks and projects as assigned. Performs research, develops, and implements best operational practices throughout the Agency. Ensures that both the Director and Deputy Director are kept abreast of these items to ensure seamless completion/transition of all ongoing projects
Coordinates all submissions to the Board of Estimates (BOE) on behalf of the Agency. Ensures all necessary paperwork has been submitted to and by the Bureau of Procurement by Agency personnel. Meets with the Director and reviews Agency items prior to BOE submittal. Reviews and troubleshoots any BOE issues prior to submittal; makes recommendations for BOE submittals to the Director and Senior staff. Coordinates with appropriate personnel at the Mayor’s Office in order to ensure BOE submittals. Reviews travel requests for entire Agency. Ensures agency is remaining compliant with all required/requested documents for these related items
Equity Coordination (10%):
Acts as the Equity Coordinator for the agency. Engages with Mayor’s Office of Equity and Civil Rights. Creates, manages and coordinates activities for Agency equity program. Acts as liaison for any updates to ongoing equity related projects, communicates all changes to agency head and division leads.
Supports the Director and Deputy Director in tasks such as calendar scheduling, key communications with the Mayor’s Office, other Agencies, vendors and constituents. Responsible for all phone communication in the Director’s Office and the main agency phone number, as well as general DGS email address correspondence
Agency Engagement and Compliance (10%)
Serves as Agency’s main point of contact with the Mayor’s Office of Government Relations on all legislative matters and communication with City Council, State government and all other governmental entities. Stays abreast of key legislation that may affect Agency; ensures adherence to laws, regulations, and program policies and guidelines impacting Agency activities. Coordinates all City Council Bill activities to include Bill Responses, Hearings, etc. Prioritizes all related projects with stakeholders, agency heads and other elated personnel to maintain compliance.

Education: Bachelor degree in Business Administration, Public Administration, Management or related field from an accredited college or university
Experience: 2 years’ experience of Executive Level or professional administrative, operations or technical work
Residence Requirement: This position requires that the candidate live within the Baltimore City line. You must attach a copy of your driver’s license to your application for consideration.
Equivalencies: An equivalent combination of education and experience.
Licenses, Registrations and Certifications: A valid Maryland Class C Noncommercial driver’s license or an equivalent out-of-state driver’s license acceptable to the Office of Risk Management is required.
Preferred Experience: 4 years of Lead work at Management level and Executive Level or professional administrative, operations or technical work
Special Requirements for this Positions: Applicants for this role must reside within Baltimore City Line.
